Violating school clothing requirements is not itself a stated reason to withhold a graduation certificate in Azerbaijan. However, repeated absences can leave a student’s knowledge unassessed, and a certificate cannot be issued without a final evaluation.
Deputy Science and Education Minister Firudin Gurbanov offered the clarification while discussing school uniform rules, Vesti Baku reported.
When a Certificate Is at Risk
Gurbanov said final assessment is governed by Cabinet of Ministers Resolution No. 498, dated Dec. 12, 2016. A student whose knowledge has not been assessed for any reason is not issued a certificate of general secondary or complete secondary education.
He urged parents not to let disagreements among adults over uniforms cause children to miss classes. Regular absence creates gaps in knowledge, affects academic performance and can prevent a student from advancing to the next level of education.
Private Schools Set Their Own Rules
The unified requirements apply to students and teachers at state general-education schools. Private schools may set their own clothing requirements in their charters.
No unified uniform is currently planned for vocational schools, colleges or universities.
School Checks to Continue
The ministry plans to continue monitoring compliance. Reviews will cover students, teachers and school administrators, including how school leaders explain the rules and enforce them.
For teachers, the requirements concern business attire and workplace discipline rather than an identical uniform for all staff.
