BAKU, Azerbaijan - Russia plans to help Azerbaijan build and modernize facilities for repairing armored vehicles used by the Azerbaijani military under a newly signed program, a senior Russian defense official said.
Dmitry Shugayev, director of Russia’s Federal Service for Military-Technical Cooperation, announced the program Nov. 1 during an appearance on the Zvezda television channel’s “Military Acceptance” program.
Shugayev said military-technical ties between Moscow and Baku extend beyond supplying finished defense products. Russian specialists are expected to participate in upgrading existing repair facilities and constructing new sites for armored vehicles in service with Azerbaijan’s armed forces.
Officials have not disclosed the number or location of the facilities, the project’s cost, its timetable or the companies expected to carry out the work.
Defense Cooperation Discussed at ADEX
The announcement follows talks held Sept. 30 during the ADEX 2026 international defense exhibition in Baku. Azerbaijani Defense Minister Zakir Hasanov met a Russian delegation led by Deputy Defense Minister Vasily Osmakov.
Azerbaijan’s Defense Ministry said the sides discussed military and military-technical cooperation and its role in regional peace and security, along with other issues of mutual interest.
Shugayev also said Moscow and Baku could eventually reach an agreement on supplies of Pantsir-S1 air-defense systems. No contract for those systems has been announced.
