Must read

Azerbaijan’s draft 2027 state budget allocates 11.8913 billion manats, approximately $7.0 billion, for labor costs, a 16% increase from the 2026 level.

The proposed allocation is about 1.64 billion manats, or $965 million, higher than this year’s figure. It is included in the draft law on the 2027 state budget submitted to the Milli Majlis.

Labor costs would account for roughly 28% of total state budget spending, which is projected at 42.4 billion manats, or about $24.94 billion. That would leave wages as one of the government’s largest expenditure categories.

Other Planned Spending

The draft provides 3.462 billion manats, approximately $2.04 billion, for social payments, up 0.7% from 2026.

Grants and other payments are set at 3.4091 billion manats, or about $2.01 billion, an increase of 3.1%.

The government plans to spend 12.7972 billion manats, approximately $7.53 billion, on the acquisition of nonfinancial assets. Another 1.0028 billion manats, or about $590 million, is allocated for transactions involving financial assets.

Transactions involving liabilities would receive 1.2007 billion manats, approximately $706 million, an increase of 11.5%.

All figures remain proposals. The final amounts will be determined after parliamentary consideration and adoption of the 2027 state budget.
