Azerbaijan Could Index Pensions by About 7.5% in 2027

BAKU - Azerbaijan’s average monthly labor pension is projected to reach about 640 manats ($376) in 2027, while pension payments could be indexed by roughly 7.5% under draft budget plans presented to parliament.

The figures were presented during a joint meeting of Milli Majlis committees reviewing the proposed 2027 budget of the State Social Protection Fund. They are forecasts in a draft budget, not a pension increase that has already been approved.

Musa Guliyev, chairman of parliament’s Labor and Social Policy Committee, said the average pension was expected to rise from 595 manats ($350) in 2026 to about 640 manats in 2027. That would amount to an increase of roughly 45 manats ($26). The Labor Ministry’s official release gives a more precise forecast of 639 manats.

575.5 Million Manats Planned for Indexation

Labor and Social Protection Minister Anar Aliyev said the draft budget sets aside 575.5 million manats ($338.5 million) to index labor pensions by approximately 7.5%. The average old-age pension could rise to 680 manats ($400).

Projected spending on labor pensions totals 8.669 billion manats ($5.1 billion). Overall payments to the population are expected to reach 8.95 billion manats ($5.26 billion), accounting for 96.5% of the fund’s expenditures.

The final indexation rate will depend on the budget documents ultimately approved and on the actual change in the average monthly wage. The amounts remain projections until parliament completes its review.
