Losing an identity card does not prevent an Azerbaijani citizen from filing a divorce lawsuit, but the applicant must verify their identity through another accepted method, an attorney said.
Attorney Jeyhun Ismayilli told Demokrat.az that a person who has lost an identity card can obtain a certificate confirming their identity and the information contained in the missing document.
To obtain the certificate, the applicant should contact the relevant division of the Azerbaijani Interior Ministry’s Main Department for Passport, Registration and Migration.
The document, also known as a MAPIS certificate, may be used to confirm personal information when applying to a court.

Ismayilli said the original identity card is not required in every case when filing a divorce claim.
“If a copy of the identity card or its electronic image has been retained, the information contained in it can also be used when applying,” he said. “The main requirement is that the applicant’s identity and the necessary information can be reliably established.”
The loss of an identity card therefore is not, by itself, a legal barrier to beginning divorce proceedings. A claim may be filed if the required personal information can be confirmed through a certificate, a copy of the document or other materials accepted by the court.
The citizen should also apply to replace the lost identity card under the procedure established by Azerbaijani law.
