Azerbaijan Plans New Rules for Car Rental Services

Azerbaijan is preparing new regulations for car rental companies as part of a broader effort to standardize the market and move rental operations into a digital system.

Draft legal acts are currently being developed, with coordination with the Ministry of Digital Development and Transport expected to be completed by the end of 2026.

Under the proposed framework, car rental agreements could be signed electronically, while information about transactions would be recorded in a unified database. The system is expected to make rental services more transparent, improve oversight and provide stronger protection for customers.

Transport expert Eldaniz Jafarov said the introduction of common rules would help reduce informal activity and promote healthier competition among rental companies.

According to him, greater transparency could encourage companies to improve service standards while giving customers more reliable options based on price and quality.

The digitalization of the sector is also expected to make car rentals safer and more accessible. Electronic contracts and centralized registration of transactions could help clarify the responsibilities of both companies and customers and make disputes easier to resolve.
