Being part of the middle class in Azerbaijan cannot be determined by income alone. Household spending, living conditions, property ownership, financial resilience and debt obligations also play a major role.
The question becomes especially complicated when loan repayments consume a significant share of a family’s monthly budget.
Economist Ruslan Atakishiyev told Demokrat.az that countries use different criteria to define the middle class.
According to him, assessments typically take into account household income, average and minimum income levels, the cost of living and price indices.
“In developed countries, the middle class generally accounts for 70–80% of the population. Along with income, prices, household expenses and price indices are also taken into consideration,” Atakishiyev said.
He added that the structure of household spending can be equally important. Economists may look at how much of a family’s income is spent on food and essential needs, and how much remains available for education, healthcare, culture and other expenses associated with a higher quality of life.
Debt Does Not Automatically Exclude a Family From the Middle Class
Atakishiyev said having a mortgage, car loan or consumer credit does not necessarily mean a household falls outside the middle class. The more important question is whether debt payments undermine the family’s overall financial stability.
In Azerbaijan, he said, the assessment is complicated by the tendency of some households to borrow without fully evaluating their ability to repay.
According to the economist, this borrowing behavior differs from financial management practices in many developed economies, where households are more likely to assess long-term affordability before taking on debt.
A family with loans can therefore still be considered middle class if, after making monthly repayments, it can comfortably cover everyday expenses, maintain its standard of living and set aside savings.
By contrast, if debt servicing absorbs a large share of income and even relatively small unexpected expenses create financial stress, a seemingly solid income may not translate into genuine middle-class financial security.
