How to Transport Children Without Getting Fined in Azerbaijan

Drivers in Azerbaijan can be fined 100 manats, or about $59, for transporting a child under 12 without an appropriate child restraint system.

According to lawyer Elnur Mammadov, the law does not automatically prohibit children from sitting in the front passenger seat. A child may ride in front if a safety seat or other restraint suitable for the child’s age, height and weight is properly installed.

The key legal issue is not whether the child is seated in the front or back, but whether the required safety equipment is being used.

A driver may therefore also face a fine if a child is transported in the rear seat without an appropriate restraint. Under Article 327.2 of Azerbaijan’s Code of Administrative Offenses, violating passenger transportation rules carries a 100-manat penalty.

Drivers should make sure children are secured with seat belts and age-appropriate restraints, and avoid using seats that do not match the child’s physical size.
