Azerbaijan has changed its rent-to-own housing rules, requiring tenants to wait three years after signing a contract before transferring their obligations to another person.
The changes took effect on October 1, 2026, according to the Mortgage and Credit Guarantee Fund.
A person who transfers the obligations will have to wait five years from the transfer date before using the mechanism again.
The program is also open to applicants who do not have an active mortgage funded by the Fund when they apply. Credit-history checks will admit only applicants with a positive or satisfactory record.
More Than 10,000 Contracts
Since 2020, the program has offered fully renovated apartments in residential complexes at 17 addresses in Baku, Sumgait and the Absheron district. More than 10,000 rental contracts have been completed, according to Vesti Baku.
The Fund said the changes are intended to widen access, improve transparency and reduce opportunities for abuse. Residents seeking more information may contact its 1549 call center.
