Azerbaijan canceled municipal decisions involving the illegal allocation of 2,565 hectares (6,338 acres) of land during the first nine months of 2026, with most of the affected area consisting of pastureland.

Elmin Hasanov, head of the Justice Ministry’s Main Department for Municipal Affairs, presented the figures on Oct. 21 at a conference organized by the Milli Majlis Committee on Regional Affairs, according to Report.

Leases, Ownership and Pastureland

Of the total area, 2,552 hectares had been transferred illegally under lease agreements and another 13 hectares had been transferred into private ownership. The canceled decisions covered 2,040 hectares of pastureland.

Hasanov said the ministry had begun measures to return the plots to municipal ownership. He linked the effort to support for agriculture and a fairer allocation of land at the local level.

He said administrative oversight also focuses on whether municipal land is used legally and whether rent and land-tax liabilities are calculated correctly.

Cancellation Is the First Step

Canceling a municipal act removes the legal basis for an unlawful lease or transfer. The physical recovery and re-registration of land may require additional procedures, meaning the full 2,565 hectares should not automatically be treated as already restored to municipal control.

The figures cover January through September 2026. The original Russian-language report is available from Vesti Baku.
