Azerbaijan May Tap State Budget for Health Insurance During Emergencies

Must read

Azerbaijan has proposed allowing compulsory health insurance costs to be financed directly from the state budget during martial law or a state of emergency when necessary. The mechanism is included in draft amendments and is not yet in effect.

State funding could be used if a sharp increase in demand for medical services left the Compulsory Health Insurance Fund short of money, Vesti Baku reported.

The option would apply during declared martial law or a state of emergency, as well as under a social emergency regime.

The amendments would also require planners to account for the fund’s projected year-end balance when calculating its revenue for the following year.

The proposal is designed as a reserve mechanism: the state budget would cover a shortfall in the fund rather than automatically providing money whenever an emergency regime is declared. The bill still requires parliamentary consideration.
