A driver in Sumgayit has been fined after a woman complained that he repeatedly invited her to get into his car despite her refusal.

According to Lent.az, the incident took place in the evening on the Saray road, near the area known locally as the “stone market.” Case materials say the 50-year-old man was driving his Changan vehicle toward Saray settlement at around 9 p.m. when he saw a woman standing by the roadside.

It was raining. The driver lowered the window and offered the woman a ride. She declined and thanked him, but he allegedly continued to insist.

The woman said she eventually called her husband, hoping the phone call would make the driver leave. According to her account, that did not stop him. He left the area only after she boarded a bus.

Following the woman’s complaint, police detained the driver and drew up an administrative protocol under Article 510.1 of Azerbaijan’s Code of Administrative Offenses, which covers petty hooliganism.

In court, the man said he had gone to the area to collect documents from another woman and claimed he had mistaken the complainant for that person because she was also standing by the road.

He denied any intention to meet the woman or pressure her into the car and said he had apologized several times to her and her husband.

The court found that petty hooliganism had been proven and ruled that there were no grounds to exempt him from responsibility.

He was fined 100 manats.
