The Yasamal District Court has terminated nine administrative cases over unpaid traffic fines that media reports linked to Azerbaijani lawmaker Mazahir Afandiyev, citing the constitutional immunity granted to members of parliament.

All nine cases were heard by Judge Rauf Dashdamirov, according to Vesti Baku, citing Gununsesi.info. The first proceeding was closed on Feb. 10, 2026, and the latest on Oct. 7. Reportaj separately reported the same series of rulings.

The published decisions do not name the lawmaker. They identify him as a member of parliament born in 1976 in the Agdash district. Those details match Afandiyev’s official parliamentary profile. He represents the No. 92 Goychay-Agdash constituency.

Police drew up the protocols under Article 529.3 of Azerbaijan’s Code of Administrative Offenses. The provision allows a court to restrict a driver’s right to operate a vehicle for six months to one year when a fine remains unpaid without a lawful reason for three months after the penalty takes effect.

The court cited Article 90 of the Constitution of Azerbaijan, which bars judicial administrative punishment of a serving member of parliament without the required immunity procedure.

In the first case, the underlying fine was issued on Oct. 4, 2025. Police filed a nonpayment protocol on Jan. 22, 2026, and the court dismissed the case on Feb. 10.

The other eight rulings were issued from June 29 through Oct. 7. Seven came within seven weeks, from June 29 to Aug. 17, including two decisions on Aug. 17. Four of the nine fines dated from 2025 and five from 2026. Neither the lawmaker nor a police representative attended the June 29 hearing, the reports said.

The published materials did not state the fine amounts, the traffic violations that led to them, or whether the fines were later paid.

In a May 21 survey by Modern.az, several lawmakers said parliamentary status provides no exemption from traffic fines. “The law is the same for everyone. Being an MP gives no one additional privileges,” lawmaker Gunay Aghamali was quoted as saying. Lawmaker Aydin Huseynov expressed a similar view.

Afandiyev was not available for comment, according to the report.
