Land prices in Baku have risen an average of 17%, outpacing apartments and private homes, while the increase reached 28.16% in Sabail district and only 7.16% in Garadagh, according to calculations by the Azerbaijan Society of Appraisers.
The nearly fourfold difference between the two districts shows why a citywide average does not describe every plot or completed transaction.
Demand rises as building plots become scarce
Experts linked the increase to stronger demand for land in Baku and the Absheron Peninsula. As apartments become more expensive, more buyers consider purchasing a plot and building their own home.
Suitable construction land is becoming harder to find. Limited supply combined with elevated demand is pushing prices higher, but the pace varies sharply by district.
The 17% average increase for land was higher than the gains reported in other property segments. Prices for apartments in older buildings rose 10% to 10.6%, apartments in new developments increased 14% to 14.3%, private houses gained 13% to 13.5%, and commercial property rose about 13%.
Cheaper undocumented land carries legal risk
Specialists separately warned about plots that lack an extract from the state real estate registry. These offers are usually cheaper than documented land and can attract buyers with limited budgets.
The lower price may come with serious difficulties in proving ownership and registering a house built on the plot. Paying for the land or constructing a building does not by itself guarantee that the required documents will later be issued.
Buyers were advised to check for a registry extract and documentary proof of the seller’s rights before completing a purchase.
Expert forecasts another 8% increase
One expert in the television program forecast that land prices could rise by a further roughly 8% by the end of 2026 and continue increasing in 2027. That is a forecast, not a price change already recorded.
Buyers therefore face a double risk: documented plots are becoming more expensive, while saving money on land without confirmed legal rights may generate additional costs and registration problems.
