Azerbaijan Launches Unified Real Estate Registry With 18-Month Data Transfer

Azerbaijan will consolidate real estate records and cadastral information in a new state platform, with government bodies given 18 months to transfer existing documents and data.

President Ilham Aliyev approved regulations for the Electronic Register and Cadastre of Real Estate Information System, known as DERKIS, in a decree published on Oct. 28.

The State Service for Property Issues under the Economy Ministry will own the system. The State Cadastre and Register of Real Estate, a public legal entity subordinate to the service, will operate it.

Existing Records to Be Migrated

The Economy Ministry must transfer documents and information already stored by its agencies and subordinate institutions into DERKIS within 18 months.

Data from the existing electronic land cadastral accounting system must also be moved to DERKIS during that period. The older system will stop operating after the migration.

The Digital Development and Transport Ministry will work with other state bodies to transmit relevant records through the Electronic Government Information System. DERKIS will be hosted in the government’s G-cloud infrastructure and entered in the state registries for information systems and personal-data systems.

The approved regulations say the platform is intended to make registration of property rights faster and more transparent, expand electronic document processing and improve access to government real estate services.
