Azerbaijan is preparing a legal framework for the use of autonomous vehicles, with a draft law now under discussion in the Milli Majlis.
Under the proposal, driverless vehicles would be allowed to operate only in designated areas and on approved roads.
Operators would be required to monitor the system, intervene quickly in the event of a malfunction or emergency, and transmit data to the relevant state authority in real time.
The bill also calls for a special sign reading “autonomous vehicle” to be placed on the rear of such vehicles.
During the debate, lawmaker Tahir Mirkishili proposed revising several provisions of the draft.
He said the bill does not yet clearly regulate operator liability and asked whether a penalty-point system could eventually be introduced for autonomous vehicle operators.
Azerbaijan already uses a penalty-point system for drivers, who can lose their driving privileges after accumulating a certain number of points.
The proposal raises broader questions about who would be held responsible in the event of a traffic violation, crash or technical failure involving a driverless vehicle.
