Studying in Turkey: Admission, Tuition and Diploma Recognition for Azerbaijani Students

Turkey remains one of the most popular higher education destinations for students from Azerbaijan, offering geographic proximity, cultural familiarity, internationally recognized universities and a wide range of scholarship opportunities.

Admission requirements, however, vary significantly depending on the university, degree program and language of instruction. Students should examine not only tuition costs, but also accreditation, language requirements and whether their degree will later be recognized in Azerbaijan.

Is an Entrance Exam Required?

Not every university in Turkey requires international applicants to take an entrance examination, azedu.az reports.

Most public universities admit foreign students using TR-YÖS, SAT scores or other criteria established by the institution. Opportunities to enter a public university using only a secondary school diploma have become more limited in recent years.

Diploma-based admission is more commonly available at regional public universities or institutions with lower competition.

Private foundation universities generally offer more flexible rules. Many accept Azerbaijani and other international students based on their school diploma and grade-point average without requiring an additional examination.

More competitive programs, including medicine, dentistry and pharmacy, may require higher grades, an interview or additional evaluation.

Universities may also request a passport, academic transcript, motivation letter and language certificate.

Can Students Apply Without IELTS or TOEFL?

Students applying to Turkish-language programs generally do not need IELTS or TOEFL.

Their Turkish proficiency may instead be assessed through a TÖMER certificate or an internal university examination. Applicants who do not meet the required level may be placed in a one-year language preparation program.

Many private universities also allow applicants to English-language programs to take an internal English exam. Students who pass it may not need to submit an international certificate.

A preparatory year, however, means an additional year of tuition and living expenses. Obtaining an IELTS, TOEFL or TÖMER certificate before leaving Azerbaijan can therefore save both time and money.

How Long Does Admission Take?

When documents are complete and correctly submitted, many private universities issue an initial admission decision within three to 10 working days.

The student then receives an official acceptance letter and proceeds with payment, document verification and final registration.

Including visa arrangements where necessary, the entire process generally takes between two and four weeks. Early applications are recommended because places in popular faculties may fill quickly.

How Much Does Tuition Cost?

Annual tuition at private Turkish universities can start at around $2,000 for bachelor’s degree programs.

Programs in engineering, business, architecture and the social sciences are generally more affordable than medical degrees.

English-language medical programs at private universities may cost between $15,000 and $25,000 per year, or more.

Students should also budget for accommodation, food, transportation, compulsory health insurance, study materials and other daily expenses.

Before signing an agreement, applicants should confirm whether Turkey’s value-added tax, known as KDV, is included in the advertised tuition price.

What Scholarships Are Available?

Türkiye Scholarships is the country’s best-known government-funded program for international students.

It can cover full tuition, accommodation, health insurance and round-trip airfare, while also providing a monthly allowance.

Competition is intense, and selection depends on academic performance, motivation and other achievements. Applicants for bachelor’s programs generally must be under the age of 21.

Scholarship recipients are normally required to complete a Turkish-language preparation year, even when their degree is taught in another language.

Private universities also offer tuition discounts to international applicants. Depending on academic results and university policy, reductions may reach 25%, 50%, 75% or 100%.

Students should note that a “scholarship” may refer only to a tuition discount rather than a cash payment.

Can International Students Work?

International students may work in Turkey if they obtain the necessary employment authorization.

Master’s and doctoral students generally have wider access to employment opportunities. Undergraduate students can usually apply for permission to work after completing their first academic year.

Common student jobs include work in cafes, restaurants, shops, call centers, translation services and university campuses.

A student residence permit alone does not automatically grant the right to work. The required permit must also be arranged through the employer.

Are Turkish Degrees Recognized in Azerbaijan?

Degrees awarded by Turkish universities can be recognized in Azerbaijan, but recognition is not automatic.

Students should confirm that the university is officially recognized by Turkey’s Council of Higher Education, known as YÖK, and that the selected program has the appropriate accreditation.

Recognition of foreign qualifications in Azerbaijan is handled by the Education Quality Assurance Agency.

Authorities may review the duration and format of the program, as well as how much time the student physically spent in Turkey.

A degree may be rejected if a student was enrolled in a full-time, in-person program but spent most of the academic year outside Turkey and did not regularly attend classes.

Applicants should therefore consider the university’s legal status, program quality, graduate employment record and history of successful degree recognition in Azerbaijan, rather than choosing a university solely because admission is easy or tuition is low.
