Baku Launches Free Electric Shuttles on 550-Meter Routes, Sparking Debate

Baku has launched free electric shuttle buses in parts of the city center where vehicle access is restricted, but the unusually short routes have already drawn skepticism from residents.

According to the Azerbaijan Land Transport Agency, known as AYNA, the project is designed to improve access to pedestrian areas, public spaces, parks and nearby parking facilities.

The C1 route connects Khagani Park, commonly known as Molokan Garden, with the end of Zarifa Aliyeva Street. The route is approximately 550 meters long.

The C2 shuttle runs between Sabir Park and the end of Aziz Aliyev Street, covering about 590 meters.

The electric minibuses will operate only on weekends and public holidays, from noon until midnight, with departures every seven to 10 minutes. Rides are free for both residents and visitors.

AYNA said the environmentally friendly vehicles are intended to make the pedestrianized city center more accessible.

“Walking Would Be Faster”

The announcement, however, triggered a wave of criticism on social media, with many users questioning whether shuttle buses are necessary for distances that can be covered on foot in several minutes.

“Walking would be faster than waiting for the bus,” one commenter wrote.

Others argued that introducing buses into pedestrian areas could create additional congestion in streets already crowded with pedestrians, bicycles and electric scooters.

Several residents suggested that the routes should have been extended toward Azneft Square, Park Bulvar, Deniz Mall or around the pedestrian perimeter of Baku’s Old City.

Some commenters said the shuttles could still be useful for elderly passengers, people with disabilities, parents with small children and tourists, particularly during Baku’s hot summer months.

Others questioned the cost and purpose of the project, although authorities have not publicly disclosed how much was spent on purchasing and operating the vehicles.

The short routes may now rank among the smallest public transport services in the city. One resident noted that the distance between the two stops could be walked in five to 10 minutes.
