Where Can Borrowers Turn When Banks Refuse a Loan?

People in Azerbaijan who cannot obtain a bank loan because of high debt levels or insufficient income are increasingly turning to non-bank credit organizations. However, easier access often comes with significantly higher interest rates and additional fees.

As reported by AZE.US, banking expert Emin Karim told Demokrat.az that the main difference between banks and non-bank credit organizations, known locally as BOKTs, is that the latter are not allowed to accept deposits from the public.

These organizations also generally do not operate their own cash desks. Approved loans are therefore issued through a commercial bank or transferred directly to the customer’s bank card.

Who Can Qualify?

Banks closely monitor the ratio between a borrower’s income and existing debt obligations. Monthly loan repayments are generally expected not to exceed about 45% of a person’s salary.

Applicants who do not meet this requirement may be denied a new bank loan. In such cases, they may seek financing from non-bank lenders by offering collateral, including:

  • gold and jewelry;
  • household items;
  • business equipment.

Pawnshop-style loans are among the most common alternatives. A borrower rejected by a bank may pledge gold jewelry and receive funds either from a pawnshop or through a secured loan product offered by a non-bank credit organization.

Interest Rates Can Reach 34%

The biggest disadvantage is the cost.

Karim said non-bank lenders often obtain their own funding from commercial banks and other third-party sources. Because their financing costs are higher, the loans they offer are usually more expensive.

While banks may issue consumer loans at annual interest rates of roughly 15% to 20%, rates charged by non-bank lenders can range from 25% to 30%. In some cases, they may reach 33% or 34%.

Such rates can increase the risk of late payments and create additional financial pressure on borrowers.

Loans May Be Issued the Same Day

The main advantage of non-bank lenders is speed and flexibility.

Applicants rejected by banks can often receive a decision within a short period. Gold and jewelry used as collateral may be assessed on the same day.

Some branches have in-house appraisers or jewelers who determine the value of the pledged items, prepare the necessary documents and complete the loan process immediately.

As a result, customers may receive the money on the same day or the following business day.

Additional Fees Are Also Higher

Borrowers should also pay close attention to commissions and cash withdrawal charges.

Banks typically charge between 0.1% and 1% for cash withdrawals. At non-bank credit organizations, the commission is often above 1% because the customer may be charged both by the lender and by the bank used to transfer or issue the funds.

The main advantages of non-bank lenders are therefore accessibility and fast approval. Their main drawbacks are high interest rates and additional charges.

Consumers are advised to carefully review the full cost of the loan, monthly payments, late-payment penalties and the rules governing the sale of pledged property before signing an agreement.

Non-bank credit organizations, like banks, are supervised by the Central Bank of Azerbaijan and must comply with existing laws and regulatory requirements.

Loan terms may still differ considerably, as each lender sets its own credit policy, sales targets and approach to financial risk.
