Azerbaijan is considering broader grounds for acquiring land needed to build or modernize metro, railway and tram infrastructure. The bill has been reviewed by a parliamentary committee but has not yet become law.
The proposed amendments cover the Civil Code and the Law on the Acquisition of Land for State Needs.
Land required for the construction, installation or expansion of tunnels — including metro tunnels — as well as railway, metro and tram lines, stations and depots would be classified as serving state needs.
The proposal is tied to plans to accelerate major transport projects in Baku and surrounding areas. Azerbaijan’s 2025–2030 state program calls for the construction, restoration and modernization of depots, stations and transport lines.
Parliamentary committee materials say the changes are intended to make the process clearer and more transparent while balancing the interests of the state and property owners. The published announcement did not specify new valuation or compensation rules.
