Armenian Prime Minister Nikol Pashinyan publicly thanked Azerbaijani President Ilham Aliyev for his contribution to the peace process and said the Azerbaijani leader “equally deserves this prize.”
Pashinyan made the statement on September 18 while receiving the Hessian Peace Prize. He also thanked the peoples of Azerbaijan and Armenia for supporting peace after decades of conflict.
The Armenian prime minister linked the current stage of the settlement to the joint declaration adopted by the two leaders at the Washington summit on August 8, 2025, in the presence of U.S. President Donald Trump.
He also referred to the rules governing the border-delimitation commissions, which Azerbaijan and Armenia signed and ratified in 2024. Those rules establish the 1991 Alma-Ata Declaration as the guiding principle for delimitation.
Pashinyan said the initialing of an agreement on peace and interstate relations, together with the Washington declaration, amounted to a historic breakthrough. A full peace treaty, however, must still complete the required signing and entry-into-force procedures.
The remarks were notable because they came at an international ceremony rather than a bilateral meeting, with Pashinyan directly crediting Aliyev and acknowledging the two leaders’ shared responsibility for continuing the peace process.
