BAKU, Azerbaijan - Azerbaijan spent 1.7614 billion manats, or about $1.04 billion, on reconstruction and restoration projects in territories it retook during the first nine months of 2026, the Finance Ministry said.

The figures reflect cash payments made in response to requests submitted by organizations commissioning the projects.

Infrastructure Received More Than Half

Water management, land reclamation, heating, transport and utility infrastructure projects received 891.8 million manats, about $524.6 million. That represented roughly 50.6% of total spending.

Another 692.5 million manats, or about $407.4 million, went to social projects in education, healthcare and culture, accounting for about 39.3%.

The remaining 177.1 million manats, about $104.2 million, financed the construction and repair of defense, law-enforcement and other facilities.

The amounts represent payments made from January through September, not the total budget for all reconstruction programs in Karabakh and East Zangezur.
