A total of 4,802 families in Azerbaijan improved their housing conditions with state support in 2025, an increase of 88% from the previous year.
According to the State Statistical Committee, most beneficiaries were covered by return and resettlement programs for internally displaced people, accounting for 4,370 families.
Agdam Recorded the Largest Total
Agdam district led with 1,244 families, followed by Khojaly with 787, Aghdara with 605 and Jabrayil with 567.
Another 255 families received housing support in Khojavand, 183 in Zangilan, 167 in Baku, 126 in Lachin and 108 in Kalbajar. The figures reached 97 in Ganja and 90 in Shirvan.
Compared with 2024, the number rose 244-fold in Agdam, 16-fold in Ganja and 8.4-fold in Khojaly, largely reflecting the resettlement of restored communities in the formerly occupied territories.
At the same time, the figure fell by 52.6% in Baku and 46.6% in Lachin district. The data describe 2025 results and are not a new forecast or target for 2026.
