TABIB Put Under Health Ministry as Anar Bayramov Named Minister

Must read

President Ilham Aliyev placed Azerbaijan’s Management Union of Medical Territorial Units, known as TABIB, under the Health Ministry on Oct. 19 and appointed Anar Bayramov as health minister. Teymur Musayev, who previously led the ministry, was appointed deputy prime minister.

The health-management decree was published on the president’s official website. The personnel decisions were also reported by Report and APA.

How TABIB Will Be Managed

TABIB will retain its status as a public legal entity. The rights, obligations and property of the existing entity are to be transferred to TABIB operating under the Health Ministry.

A management board consisting of a chair and four deputy chairs will oversee day-to-day operations. The Health Ministry will appoint and dismiss those officials. The president will retain authority over approval of the charter and statutory fund, the establishment of governing bodies, reorganization and liquidation.

The existing legal entity will continue operating until the reorganized structure is registered with the state. During the transition, a commission established by the Health Ministry will exercise the powers of the supervisory board.

Three Months to Prepare the Charter

The Cabinet of Ministers has three months to submit proposals for changes to regulations and a draft TABIB charter based on the Health Ministry’s recommendations.

Once the charter is approved, the ministry will have three days to take the steps required for state registration. The transfer of property to TABIB’s balance sheet must be completed within one month after registration.

The decree therefore changes TABIB’s subordination and management structure rather than ending its operations. A separate presidential order appointed Anar Bayramov to lead the Health Ministry.
