Armenia must take the necessary political and legal steps before its initialed peace agreement with Azerbaijan can be signed, Azerbaijani Foreign Minister Jeyhun Bayramov said on Oct. 30.
Bayramov made the statement at the 13th summit of the Council of Heads of State of the Organization of Turkic States in Ankara.
He said the text of the agreement, prepared on the basis of principles proposed by Azerbaijan, was initialed in 2025. Bayramov did not specify in his latest remarks which measures Baku now expects Yerevan to complete.
Baku’s Position on the Remaining Conditions
Bayramov has previously said Azerbaijan considers changes to Armenia’s Constitution necessary before the agreement can be signed. He has said Baku is receiving differing signals from Yerevan about a possible referendum, while Azerbaijan’s position remains unchanged.
No new Armenian response to Bayramov’s Oct. 30 statement was included in the report.
The foreign minister also said Azerbaijan had restored its territorial integrity and sovereignty and that the conflict was over. He linked future regional cooperation to the development of the Middle Corridor, the Zangezur Corridor, transport connections and mutual investment.
Bayramov said about 100,000 people now live, work and study in Karabakh and East Zangezur.
