Azerbaijan’s Planned Social Package Could Raise Salaries, Pensions and Benefits

Must read

Azerbaijan is preparing a sixth package of social reforms, raising expectations of higher salaries, pensions and benefits, although officials have not announced the package’s amounts or implementation schedule.

Labour and Social Protection Minister Anar Aliyev’s announcement renewed attention to the government’s social-payment plans. The previous package raised the minimum monthly wage from 345 manats to 400 manats, or about $235, and the minimum pension from 280 manats to 320 manats, or about $188. Labour pensions were also indexed, while several benefits and stipends increased.

Proposed 2027 Thresholds

More specific figures appear in plans for 2027. The proposed national subsistence minimum is 314 manats, or about $185, which would be 14 manats, or 4.7%, above the 2026 level.

The proposed thresholds are 334 manats, or about $196, for working-age people; 258 manats, or about $152, for pensioners; and 274 manats, or about $161, for children.

The needs criterion used to calculate targeted state social assistance is also expected to rise to 314 manats. A higher threshold could affect payments to low-income families, but it would not provide the same increase to every recipient.

If approved by law, the new thresholds would take effect Jan. 1, 2027. The 258-manat subsistence minimum for pensioners is not the same as the minimum pension and does not mean the minimum pension would fall to that level.

Social Spending Could Reach 18.7 Billion Manats

Globalinfo.az also reported that amendments approved by parliament would provide fixed monthly pension supplements to categories defined by law. The measure awaits presidential approval and would not be a universal payment to all pensioners. Officials have not confirmed that it will form part of the sixth reform package.

Socially oriented spending in the draft 2027 state budget could reach 18.7 billion manats, or about $11 billion. That would be an increase of roughly 1.5 billion manats, or 8.8%, from 2026. The total also covers education, health care and other areas, so the entire increase cannot be treated as funding for pensions and benefits.

The size of any salary, pension or benefit increases will become clear only after official decisions are published.
