Patients at some private clinics in Azerbaijan say they are being given internal payment slips instead of official fiscal receipts, making it harder for them to use the country’s VAT refund system.
According to complaints cited in local reports, some clinics provide paper slips that do not contain the required receipt ID or QR code. Patients are then told to return later or contact the financial department if they want a proper receipt.
For a patient, especially someone who is ill or has limited mobility, that can turn a basic consumer right into an extra burden. Not everyone can return to the clinic, find the right office and request a document that should have been issued immediately after payment.
Similar complaints have also been reported in beauty salons and other service businesses. Customers say they are sometimes told that the cash register is not working, that the receipt can be collected later or that no receipt is available at all.
Economist Arif Karimli said a fiscal receipt is important both for consumer protection and for preventing tax evasion. He said businesses providing services directly to the public must be ready to accept both cash and non-cash payments and issue proper receipts.
The State Tax Service has also warned taxpayers that medical services provided to the public must be accompanied by an official receipt from a new-generation cash register, whether payment is made in cash or by card.
The agency said internal paper documents do not replace an official fiscal receipt. Nor is it legally valid to tell a customer that the receipt will be provided later.
Under Azerbaijani law, the first violation can lead to a financial sanction of 1,000 manats (about $588). A second violation carries a penalty of 3,000 manats (about $1,765), while a third or subsequent violation can result in a 6,000-manat fine (about $3,529).
Penalties may also apply when businesses fail to install POS terminals where required, refuse to accept non-cash payments, fail to provide receipts or other strict reporting documents, or issue documents showing an amount lower than what was actually paid.
The State Tax Service urged citizens to protect their rights and report violations. Complaints can be submitted through the appeals section of the Azerbaijan Tax Service website, by calling 195-1, or through taxpayer service centers.
For patients, a fiscal receipt is not a formality. It confirms payment, allows access to a VAT refund and can help protect the customer in case of a dispute with a clinic. A request to “come back later for the receipt” should not become normal practice, especially in healthcare, where people are often already in a vulnerable position.
