Foreign Nationals Increase Property Purchases In Azerbaijan

Foreign citizens have significantly increased their activity in Azerbaijan’s real estate market over the past five years, according to official data released by the State Service for Property Issues.

Between 2021 and 2025, a total of 6,182 foreign nationals from 57 countries purchased 6,913 real estate properties across Azerbaijan. The figures indicate steady external demand for both residential and investment-grade assets.

Russian citizens account for the largest share of transactions by a wide margin. Over the five-year period, they acquired 4,638 properties. Buyers from Georgia, Türkiye, Ukraine, Iran and Kazakhstan follow in the rankings.

Real estate analyst Elnur Farzaliyev attributes the growing interest to a combination of regulatory stability, regional positioning and investment potential. Azerbaijan is increasingly viewed as a predictable and relatively resilient market within the broader region.

Foreign nationals purchasing property valued above 100,000 manats are eligible to apply for residency rights, subject to annual valuation and compliance procedures. Market participants say this legal framework has further incentivized acquisitions.

Tourism-driven demand is also a factor. Properties in popular coastal and resort areas are frequently acquired for short-term rental income or long-term capital appreciation.

Experts note that the sustained inflow of foreign buyers contributes to currency inflows and supports broader sector growth. If current trends continue, Azerbaijan’s real estate market may see further expansion fueled by cross-border capital and diaspora investment.
