Azerbaijan is building two hydropower plants with a combined capacity of 15 megawatts in the Aghdara district while fully converting the Hasanriz substation to digital equipment.
The projects are being carried out by AzerEnergy on the Tartar River, according to Vestibaku.
The Chardagli-1 hydropower plant will have an installed capacity of 8.2 MW, while Chardagli-2 will provide 6.8 MW.
Water intake facilities and powerhouse buildings have already been constructed at both sites. Crews are also laying 11.4 kilometers (7.1 miles) of diversion pipelines with a diameter of 2.4 meters through difficult mountainous terrain.
Hasanriz Substation to Go Digital
AzerEnergy is simultaneously reconstructing the 10.4-MW Hasanriz hydropower plant. The existing 110/35/10-kilovolt substation is being dismantled and rebuilt with digital technology.
The upgraded energy hub is intended to improve the reliability of electricity supplies for residents and industrial facilities. It will also provide a secure connection for power generated by the Sarsang hydropower plant and other stations in the region.
Ring Network Links Kalbajar and Shusha
A 42-kilometer (26-mile), double-circuit 110-kV transmission line was previously extended to Hasanriz from Kalbajar.
That line was connected with a transmission line coming from the direction of Shusha, creating a ring-based electricity supply network for Karabakh.
The configuration is designed to strengthen system resilience by allowing electricity to reach the area through more than one route.
Additional Hydropower Capacity
In January 2026, the 14.7-MW Gozlukorpu hydropower plant was also commissioned in the Aghdara district.
Together, the new construction and substation modernization are expanding renewable generating capacity while reinforcing the electricity network serving Aghdara and the wider Karabakh region.
