Azerbaijan will index labor pensions in 2027, raising payments for approximately 1.1 million people. The minimum wage could also increase, although no new rate has yet been officially approved.
The preliminary parameters of Azerbaijan’s 2027 state and consolidated budgets retain social spending as one of the government’s main priorities.
More than 17 billion manats ($10 billion) is expected to be allocated to social programs. Total state budget spending is projected at 42.4 billion manats ($24.94 billion), approximately 700 million manats ($411.8 million) above the approved 2026 figure.
The figures were outlined by Vugar Bayramov, a member of Azerbaijan’s parliament and its Committee on Economic Policy, Industry and Entrepreneurship.
How Pensions Will Be Indexed
Azerbaijan is expected to carry out its annual indexation of labor pensions in January 2027.
Under the country’s labor pension law, payments are adjusted in line with the growth of the average monthly nominal wage recorded during the previous year.
The 2027 increase will therefore be calculated using the official wage-growth rate for 2026.
The indexation will apply to approximately 1.1 million recipients of old-age, disability and survivor pensions.
The recalculation is expected to be automatic, meaning pensioners will not need to submit separate applications.
The exact percentage increase will become known after the authorities publish final data on average wage growth in 2026.
What Is Known About the Minimum Wage
Azerbaijan’s minimum wage could also be increased in 2027. Bayramov said a related decision may be made in February.
However, the government has not announced a new minimum wage rate. The preliminary budget indicators may create fiscal room for an increase, but the final amount will depend on a separate government decision and the approved state budget.
The pension indexation is required under existing legislation, while the minimum wage increase should still be treated as an expectation rather than a finalized decision.
More Than 17 Billion Manats for Social Spending
Social programs will remain one of the largest spending areas in 2027, with more than 17 billion manats expected to be allocated.
The funding will cover pensions, benefits, public-sector salaries, education, healthcare and other government programs.
The increase comes as Azerbaijan plans total state budget expenditures of approximately 42.4 billion manats.
Economy, Defense and Security to Receive 42%
Approximately 42% of all budget spending is expected to go toward economic activity, defense and national security.
Expenditures on economic activity are projected at 8.89 billion manats ($5.23 billion), equal to about 21% of the total state budget.
Defense and national security spending is expected to reach approximately 8.82 billion manats ($5.19 billion).
The pension indexation will be the most immediate social change, affecting 1.1 million people. A possible minimum wage increase may follow, but its amount and timing still require a separate official decision.
