U.S. Sets Russia-Ukraine Talks in Abu Dhabi for Nov. 10-11

The United States will bring together delegations from Russia and Ukraine for a new round of trilateral talks in Abu Dhabi on Nov. 10-11, U.S. special envoy Steve Witkoff said.

The working-level discussions will focus on postwar security arrangements, de-escalation, humanitarian measures and further steps toward ending the war, according to Reuters.

Witkoff and Jared Kushner are expected to represent Washington at the talks, a senior U.S. official told the news agency.

Brussels Consultations to Precede Talks

Before the Abu Dhabi meeting, U.S. negotiators plan to hold working-level consultations in Brussels with representatives of France, Germany, Britain, the European Union and NATO.

Those discussions are expected to cover security guarantees for Ukraine, the future European security framework and economic support for Ukraine’s reconstruction.

Russia had previously signaled its willingness to resume U.S.-mediated negotiations but had not publicly confirmed the Nov. 10-11 dates. The new U.S. announcement is the first public statement setting out the specific schedule.

Major Differences Remain

The previous round of U.S.-mediated negotiations took place in February. Russia and Ukraine remain far apart on key terms of a possible settlement, including security arrangements and the conditions for ending the fighting.

The latest scheduling announcement follows weeks of uncertainty over the timing of another round. Moscow had discussed talks in November, while officials offered differing indications about when the meeting could take place.
