BAKU, Azerbaijan - Azerbaijan has set base annual education spending of 2,000 to 3,000 manats per student under a new funding system that differentiates between types of public schools.
The Cabinet of Ministers approved the standards as part of the country’s shift toward per-student financing. The rules apply from Sept. 15, 2026.
A general full secondary school will receive a base allocation of 2,000 manats, or about $1,176, per student each year. The base amount for a lyceum or gymnasium is 2,200 manats, or about $1,294.
General boarding schools will receive 2,500 manats, or about $1,471, per student. The highest base rate - 3,000 manats, or about $1,765 - applies to boarding lyceums and boarding gymnasiums.
Adjustment Coefficients Will Raise Some Allocations
The approved figures are base amounts rather than a fixed ceiling. Adjustment coefficients will be applied for certain levels of general education under rules adopted with the new standards.
As a result, a school’s actual budget allocation may exceed the base rate depending on the institution’s type and the coefficient applied. The Cabinet’s funding model is intended to link part of each participating school’s budget more directly to enrollment while accounting for differences among school types and education levels.
The transition will be phased in rather than imposed on every public school at once. The Ministry of Science and Education, working with the Finance Ministry, will determine which institutions are funded under the per-student system and the number of students covered.
