Azerbaijan has proposed raising both the national subsistence minimum and the needs-based criterion to 314 manats, about $185, in 2027, an increase of 14 manats or 4.6% from the current level.
The amounts are included in draft legislation for next year and have not yet completed the parliamentary process or taken effect.
Under the proposal, the subsistence minimum would be set at 334 manats, about $196, for the working-age population; 258 manats, about $152, for pensioners; and 274 manats, about $161, for children.
Needs-Based Criterion Remains Aligned
The nationwide subsistence minimum and the upper limit of the needs-based criterion are both 300 manats in 2026. Musa Guliyev, chairman of parliament’s Labor and Social Policy Committee, said the two indicators have remained aligned for four consecutive years.
The needs-based criterion is used to determine whether a family qualifies for targeted state social assistance, meaning the final decision will affect calculations for support to low-income households in 2027.
