Azerbaijan’s State Security Service said Murad Garib Fatiyev, who had been on an international wanted list since 2025, was brought to Azerbaijan and placed under investigation in a case involving alleged calls for terrorism and incitement of hostility.
Court proceedings in the criminal case have begun, according to Vesti Baku.
Security Service Describes Alleged Network
Investigators allege that Fatiyev acted on instructions from radical centers directed from abroad and created social-media groups intended to undermine Azerbaijan’s territorial integrity and foment national hatred and hostility.
The State Security Service said he recruited members of a small ethnic community living in Azerbaijan and abroad who shared extremist views, selected especially radical participants, organized the collection of information about strategic facilities and issued public calls for terrorism.
Authorities said several alleged members of the same group had previously been arrested on accusations of preparing an attack on a state-owned enterprise and planning to take hostages.
Fatiyev has been charged under Article 214-2 of the Criminal Code, covering public calls for terrorism, Article 283-1, covering incitement of national, racial, social or religious hatred, and other provisions.
The allegations reflect the investigators’ account. A court must determine guilt. Report independently published the State Security Service’s account and confirmed that proceedings have begun.
