Low-cost rental units priced from around 170 manats remain available on the outskirts of Baku, but such housing typically offers minimal living conditions and may pose safety concerns, according to local assessments.

Small residential units with basic amenities are still being rented for about 170 manats per month in suburban settlements around Baku. In most cases, a single room serves as both bedroom and living space.

Amid sharply rising prices in central districts, these low-cost options have become one of the few affordable solutions for some families. Tenants interviewed in the area say typical rents more commonly start from around 300 manats, while cheaper offers are usually located farther from the city and provide more limited conditions.

Analysts say relatively affordable rental housing is concentrated near the Hazi Aslanov and Ahmadli metro areas, as well as in the Yeni Guneshli and Kohne Guneshli settlements and the Binagadi and Bilajari directions. In more remote locations, monthly rents can range roughly between 100 and 200 manats, though kitchens and sanitation facilities are often located outside the main living space, and improperly installed gas lines may increase the risk of leaks or fires.

Experts also point to international social housing practices. In several countries, including Germany, part of rental costs for low-income residents is subsidized by the state, helping reduce financial pressure and support social stability.

A similar approach is being discussed as a potential policy option in Azerbaijan. Partial rent compensation for low-income households could ease payment burdens and provide greater housing security over time.

For now, however, the gap between affordability and adequate living conditions remains a persistent social challenge in the rental market, forcing many households to choose between cost and basic safety.
