Drivers in Baku say they are still being asked to pay cash for parking on Sundays, even though street parking is officially free. Authorities state that such collections are unlawful and subject to fines.
Motorists in several areas of Baku report continued demands for cash payments at street-side parking spaces on Sundays, when parking is legally free. Although many drivers are aware the charges are unauthorized, some say they choose to pay small amounts to avoid confrontation.
Field observations in different districts indicate that individuals informally acting as parking attendants remain present near public parking zones. When questioned, some were unable to clarify the legal basis for collecting money or where the funds were directed.
The Azerbaijan Land Transport Agency said that organizing parking services or charging fees without official authorization constitutes an administrative offense. Under current legislation, individuals may face fines ranging from 100 to 200 manats, while officials can be fined between 300 and 500 manats.
Regulations also specify that street parking is free from 22:00 to 07:00 and throughout Sundays. Any demand for cash payment during these periods is considered fully illegal.
The Interior Ministry said regular monitoring is being carried out to prevent such violations. Individuals found unlawfully organizing parking or requesting payment are identified and held accountable, and enforcement efforts in the sector are expected to intensify.
The situation highlights an ongoing gap between formal parking regulations and on-the-ground practice, underscoring the importance of enforcement and public awareness in addressing unauthorized fee collection.
