Azerbaijan and Kyrgyzstan have formally elevated their bilateral relationship to the level of an alliance.
Azerbaijani President Ilham Aliyev and Kyrgyz President Sadyr Japarov signed a Treaty on Allied Relations in Cholpon-Ata, along with a decision adopted at the third meeting of the Interstate Council.
Aliyev described allied relations as the highest level of cooperation between two countries and said the new status would bring greater responsibilities for both sides.
“We will continue to support each other in all initiatives — on international platforms, in trade and economic cooperation, and in strengthening security,” Aliyev said.
In addition to the alliance treaty, Baku and Bishkek signed a broad package of agreements covering energy, transportation, cybersecurity, financial markets, trade and investment.
The documents include cooperation on international road transportation, freight traffic, shipping and shipbuilding. Separate agreements address supplies of Azerbaijani petroleum products to Kyrgyzstan and an energy cooperation roadmap for 2026-2028.
The two countries also agreed to expand cooperation in cybersecurity and financial market regulation. Azerbaijan’s AzerGold and Kyrgyzstan’s Kyrgyzaltyn signed a memorandum aimed at developing cooperation in the precious metals sector.
One of the main economic decisions was to double the capital of the Azerbaijan-Kyrgyzstan Development Fund from $100 million to $200 million.
Japarov said three joint projects had already been launched through the fund, while implementation had begun on eight additional initiatives.
Aliyev said the new ventures would create jobs and strengthen the economic potential of both countries.
Transportation corridors were another key topic during the talks. Japarov highlighted Azerbaijan’s role as a central link in the Middle Corridor, which connects Central Asia with European markets through the Caspian Sea and the South Caucasus.
The cities of Shusha and Cholpon-Ata, Gabala and Karakol, and Ganja and Osh also established sister-city relations.
Aliyev said the treaty reflected the actual level of political trust and cooperation already established between Azerbaijan and Kyrgyzstan.
“We are raising our relations to the level of an alliance,” he said. “This is the highest level of interaction.”
