Azerbaijani citizens of military-service age who return to the country after living abroad for many years must personally complete procedures related to military registration and obtaining an identity card, according to a legal expert.
Samad Vakilov, head of the Muvakkil Legal Center and a human rights advocate, said the process cannot be handled through a power of attorney.
He explained that authorities must first determine whether the person complied with legal requirements when leaving Azerbaijan. The State Border Service may review the circumstances of the citizen’s departure.
The State Service for Mobilization and Conscription must then establish whether the individual had previously received a military summons and whether any criminal case was opened over alleged evasion of military service.
According to Vakilov, the returning citizen must personally apply for an identity card and register with the military authorities.
After completing military registration, the individual must submit the relevant confirmation document to an ASAN Service center, along with the consent of the owner of the residence where the person intends to register and any other required documents.
Vakilov stressed that these procedures cannot be delegated to another person.
“A person cannot obtain an identity card on the basis of a power of attorney under Azerbaijani law,” he said.
Azerbaijanis planning to return after a long absence are therefore advised to check in advance whether they have any unresolved military-registration obligations, outstanding summonses or possible legal restrictions.
