BAKU, Azerbaijan — Four residential projects scheduled for completion in Aghdam by the end of 2026 are expected to provide housing for 8,000 returning residents, while the first stage of resettlement in two nearby villages will cover another 1,278 families.
Emin Huseynov, the Azerbaijani president’s special representative in the Aghdam, Fuzuli and Khojavand districts, announced the figures on Sept. 20. The information was published by Report.az and confirmed in a Russian-language report by APA.az.
Two Residential Complexes and Two Villages
Construction is continuing on Aghdam’s fourth and fifth residential complexes. Reconstruction work is also underway in the villages of Eyvazkhanbeyli and Bash Garvand.
Huseynov said all four projects are due to be commissioned by the end of the year. The two new residential complexes are designed to accommodate the return of 8,000 people to Aghdam.
During the first phase, 427 families are expected to resettle in Eyvazkhanbeyli and 851 families in Bash Garvand.
Housing Planned for 596 Families in Fuzuli District
Two villages are also being rebuilt in the Fuzuli district. Housing for 450 families is planned in Dovlatyarli, which is set to become the district’s second “smart village.” The first phase in Pirahmadli is designed for 146 families.
The published reports did not specify when residents would move into those villages. Huseynov said the objective was to complete the construction and restoration work.
About 4,500 People Resettled in Khojavand
Huseynov also said about 4,500 returning residents, or roughly 1,083 families, had settled in eight communities in the Khojavand district over the past year.
The figures highlight the next stage of Azerbaijan’s return program, with urban housing complexes under construction alongside the restoration of villages across the Aghdam, Fuzuli and Khojavand districts.
