Azerbaijan attracted about $49 billion in foreign investment from 2020 through 2025, including $36 billion in direct investment, according to an official estimate.

Deputy Economy Minister Samad Bashirli presented the figures on Oct. 23 during a high-level strategic dialogue at Karabakh University in Khankendi.

Bashirli said Azerbaijan’s economy grew by an average of 3.4% a year during the six-year period, while the non-oil and gas sector expanded by an average of 6% annually.

Non-oil industrial output increased by about 50%, while non-oil exports doubled, he said.

Fifth National Review Planned for 2027

Bashirli linked the results to efforts to diversify the economy, maintain macroeconomic stability and strengthen financial resilience.

He also said the goals of the “Azerbaijan 2030: National Priorities for Socio-Economic Development” strategy had been aligned with the United Nations Sustainable Development Goals.

Azerbaijan has submitted four voluntary national reviews on its progress toward the U.N. goals and plans to present a fifth review in 2027, he said.

The figures were published by Report as the deputy minister’s official estimate.
