Baku prepares shift to staggered work schedules

Baku may begin moving to staggered work schedules this year as part of a wider effort to ease traffic congestion in the capital and surrounding areas.

The measure is included in the state program on improving transport infrastructure in Baku and nearby territories for 2025-2030, Azerbaijani lawmaker Vugar Bayramov said.

Under the plan, working hours could be reorganized across government agencies, educational institutions, medical facilities and some other public and private entities.

Bayramov said relevant agencies are now finalizing their analysis. Once the process is completed, proposals will be submitted to the Cabinet of Ministers, which is expected to approve a specific list of institutions and sectors covered by the new schedule.

The first phase is expected to focus mainly on state bodies, schools, universities, health care institutions and other social-sector organizations. Recommendations may also be prepared for the private sector, including banks and financial companies.

The goal is to reduce pressure on roads and public transport during peak hours by spreading the start and end of the working day across different time slots.

Bayramov said the model could help redistribute passenger flows and private car traffic, leading to a partial reduction in congestion on Baku roads.

He added that staggered work schedules are already used in many developed countries, particularly in Europe, where the system has produced practical results in large cities.

According to the state program, the process is expected to begin in 2026.
