Azerbaijan Plans to Welcome Up to 6 Million Tourists

Azerbaijan is preparing a major tourism development program aimed at increasing annual visitor numbers to between 5 million and 6 million.

The country’s first state tourism program, covering 2026–2030, is currently awaiting approval. It includes measures to improve regional transportation links, expand tourism infrastructure and introduce government subsidies for the industry.

A new standardization system is also expected to be introduced, including revised hotel star ratings and certification requirements for tour guides. Safety and service-quality standards will be strengthened across the sector.

Tourism expert Rahman Guliyev said the program would encourage the expansion of international air connections and examine the possibility of introducing visa-free travel with additional countries.

Improving access to major tourist destinations outside Baku will be another priority, allowing visitors to travel more easily throughout Azerbaijan’s regions.

The government also plans to promote Azerbaijan as a destination for culinary, wellness, winter and ecotourism. The program calls for new beaches, greater investment in tourism and recreation zones, and additional support for micro and small businesses operating in the sector.
