Azerbaijan is helping citizens secure official employment in eight foreign countries under a government-backed program designed to protect job seekers from fraudulent recruiters and misleading offers.
Some participating employers cover travel, visa, accommodation and local transportation costs. Applicants may not be charged for employment mediation services, according to the State Employment Agency under Azerbaijan’s Ministry of Labor and Social Protection.
Nargiz Karimova, deputy head of the agency’s International Relations and Projects Department, told Baku TV that organized overseas recruitment began around 2025.
The program serves two purposes: helping foreign employers recruit workers from Azerbaijan and providing citizens with a safer, official route to employment abroad.
The initiative was partly prompted by cases in which job seekers paid intermediaries but never reached the promised destination. Others arrived abroad only to discover that the salary or position differed from what they had been offered.
Karimova said the agency’s role is to inform applicants about foreign labor markets, explain the requirements of the destination country and help protect their rights.
Who Pays for Travel, Visas and Accommodation?
The terms vary depending on the employer and position.
Some companies cover airfare and visa fees, provide accommodation and arrange transportation within the destination country. Other employers pay only part of these expenses.
There are also employers that do not cover travel or housing. In such cases, applicants must be informed in advance, and the initial expenses should be considered when the salary is negotiated.
Employers are responsible for the cost of obtaining work permits, Karimova said. Candidates cannot be charged for mediation services related to their recruitment.
Job seekers were advised not to transfer money to private individuals and to verify offers through the State Employment Agency.
Which Countries Are Recruiting?
Active recruitment of Azerbaijani citizens is currently underway in eight countries.
Karimova identified Turkey, Germany, Slovakia and Montenegro among the leading destinations. Employment cooperation has also begun with Slovenia, Latvia and Bulgaria.
Employment contracts are signed directly between workers and foreign employers. The length of a contract and the possibility of extending it depend on the agreement and the laws of the host country.
When a contract expires, workers must either secure a lawful extension or comply with the host country’s immigration requirements.
More Than 200 Jobs Available in Slovenia
The State Employment Agency is currently accepting applications for more than 200 positions in Slovenia.
The vacancies are concentrated in manufacturing, logistics and healthcare. Available jobs include material processors, welders, locksmiths, machine operators, warehouse and production workers, nurses, maintenance employees and support staff.
Wages must be no lower than Slovenia’s statutory minimum, and employment will be based on an official labor contract.
Applications are being accepted online through the State Employment Agency’s official application form. The application deadline is Sept. 10, 2026.
