Azerbaijan and China Create $1 Billion Joint Investment Fund

BAKU, Azerbaijan - Azerbaijan Investment Holding and China’s Silk Road Fund are creating a joint investment vehicle with capital of 7.5 billion yuan, or about $1 billion.

The fund was announced in connection with the Second Azerbaijan International Investment Forum and will target projects in Azerbaijan and other countries participating in China’s Belt and Road Initiative, according to Vesti Baku.

The two partners will jointly review investment opportunities, select projects and make financing decisions. The structure is intended to provide long-term capital and deepen investment ties between Baku and Beijing.

Fund Builds on 2025 Framework Agreement

The initiative follows a framework agreement signed in April 2025. The parties subsequently discussed the fund’s structure, operating principles and potential investment areas.

Azerbaijani Economy Minister Mikayil Jabbarov said in March that talks with Silk Road Fund executives covered the joint fund, potential projects and additional financing models, Report.az reported.

The announced $1 billion represents the total capital of the investment mechanism. It does not mean the full amount will be invested exclusively in Azerbaijan. The partners have not disclosed their respective ownership shares, a project list or an investment timetable.
