A new round of U.S.–Ukrainian talks is being planned in Norway, with the date and final participant list still unannounced.
Reuters reported Oct. 19, citing three sources, that U.S. envoy Steve Witkoff was preparing to travel there. Ukrainian President Volodymyr Zelenskyy may attend; Jared Kushner is expected to join remotely.
Sources also expected Witkoff to visit Russia for talks with President Vladimir Putin. The itinerary remained provisional and could change. The White House did not respond to Reuters’ request for comment.
The diplomatic preparations come amid a dispute between Kyiv and Washington over military support.
Zelenskyy said Oct. 19 that deliveries of missiles already paid for by Ukraine’s partners were being delayed and that restrictions had been placed on the Starshield satellite system.
He also said Ukraine was prepared to stop strikes on Russian oil refineries for 30 days if the United States supplied interceptors for Patriot air-defense systems.
President Donald Trump, responding to reporters Oct. 19, said the United States continued to share intelligence with Ukraine.
Zelenskyy last spoke with Witkoff and Kushner on Oct. 18. According to the Ukrainian president’s office, they reviewed the outcome of meetings between their teams in Florida and preparations for further diplomatic steps. The office said the teams remained in almost continuous contact.
