Hajiyev Says Armenia Peace Deal Must Work in Practice

BAKU, Azerbaijan - A future peace agreement between Azerbaijan and Armenia must deliver tangible benefits to both countries and their people rather than remain only a political document, Azerbaijani presidential aide Hikmet Hajiyev said Oct. 26.

Hajiyev made the remarks during a special session titled “The Language of Peace and the Fight Against Disinformation,” held as part of the Baku Culture and Media Dialogue Platform.

He said agreement on a text alone would not be sufficient and that the commitments must be reflected in the daily lives of the two countries and their societies.

“The peace agreement must contribute to the lives of the countries,” Hajiyev said, according to Trend.

Hajiyev said reaching agreement on the draft after years of conflict had required difficult negotiations. He added that Azerbaijan initially proposed the core principles underpinning the document.

Text Initialed, Final Treaty Not Yet Signed

The Azerbaijani official referred to the Washington meeting in 2025, where the sides initialed the agreed text. Initialing confirms that negotiators have agreed on a draft, but it does not put a treaty into force.

Azerbaijan and Armenia reached a U.S.-brokered peace agreement in August 2025, but obstacles remain before a final treaty is signed. Azerbaijan continues to demand changes to Armenia’s constitution or another legal mechanism addressing what Baku considers territorial claims, Reuters reported in July 2026.

Hajiyev said Azerbaijan began implementing a number of understandings after the Washington meeting. He argued that the process would ultimately be judged by whether the decisions work in practice and improve people’s lives.
