Azerbaijan has introduced new limits on transfers between bank cards as part of broader efforts to strengthen the security and transparency of digital payments.
The restrictions took effect on August 1, 2026, following an agreement between the Central Bank of Azerbaijan and commercial banks.
Under the new rules, a cardholder may make no more than five card-to-card transfers per day and receive no more than five such payments.
There is no daily limit on the total value of transfers. However, the combined amount transferred between cards may not exceed 20,000 manats per month.
Transfers between cards belonging to the same customer are not subject to the restrictions.
The new regulations also introduce limits on payment cards, electronic money accounts and digital wallets.
A customer may use up to two manat-denominated electronic wallets and one wallet for each foreign currency.
Authorities say the measures are intended to increase financial transparency, reduce fraud and combat tax evasion and illegal gambling.
The proposed conditions were previously presented to members of the Azerbaijan Banks Association and the Azerbaijan Fintech Association.
