Private education can claim a significant share of a family’s budget in Azerbaijan even before a child starts school. At selected subsidized kindergartens in Baku, parents pay from 120 manats ($71) a month. Annual tuition at the private schools examined by AZE.US ranges from 8,000 manats (about $4,706) to 15,000 manats (about $8,824).
Economist Khalid Karimli told Demokrat.az that private schools and kindergartens give parents additional choices, including longer hours, English-language instruction and more individual attention. But he said the quality of public education deserves scrutiny if parents feel compelled to pay for a private institution because they consider the state option inadequate.
How Much Do Parents Pay for Kindergarten?
The Education Ministry’s 2026–27 list of participating private preschools sets out the full monthly fee, the state contribution and the amount due from parents for each subsidized place. At several Baku kindergartens charging 400 manats, the government covers 280 manats and the family pays 120 manats ($71) a month. Where the full fee is 500 manats and the subsidy is 350 manats, parents pay 150 manats ($88). One listed kindergarten charges 650 manats, leaving parents to pay 300 manats ($176) after state support.
If those fees were charged for all 12 months, the annual parental cost would be 1,440, 1,800 or 3,600 manats respectively. Families should check their contract for the actual number of payable months.
Under the financing rules, state support covers 70% of tuition up to a ceiling of 350 manats a month in Baku and 250 manats elsewhere. It applies to places allocated under the program, rather than every child enrolled at a private kindergarten. The ministry says 124 institutions were selected for the 2026–27 academic year.
Private School Costs
For Grades 1–4 at its Nasimi campus, Hədəf Lyceum lists tuition of 8,000 manats a year for the Azerbaijani-language section. European Azerbaijan School lists 12,500 manats ($7,353) for local students in Grades 1–4. ADA Primary School lists 15,000 manats ($8,824) a year.
These are fees for specific schools and programs, not a citywide average. What is included also differs: ADA says meals and buses on designated routes are covered, while school supplies, extracurricular activities and other optional expenses are not.
For a household earning 2,500 manats a month, an 8,000-manat school fee would absorb about 27% of gross annual income. A 15,000-manat fee would take half. Four years at a fixed 8,000-manat rate would add up to 32,000 manats ($18,824), though future tuition is not guaranteed to stay at today’s level.
