A Baku resident interviewed for a local television report says he has paid property tax regularly for years but had never heard of the available relief.
One provision may be particularly relevant to pensioners: their calculated tax on a qualifying property can be reduced by up to 30 manats (about $18).
That reduction is separate from a break available to owners of residential property more broadly. Azerbaijan does not tax the first 30 square meters of a home when calculating this municipal property tax.
If someone owns more than one residential property, the 30-square-meter exemption is applied to each separately, according to the State Tax Service’s guidance.
What the Two Breaks Mean in Manats
In Baku, the base annual rate is 0.40 manat per taxable square meter, multiplied by a location factor ranging from 0.7 to 1.5. For example, a 100-square-meter apartment in an area with a factor of 1 would be taxed on 70 square meters: (100 – 30) × 0.40 = 28 manats. If its owner also qualifies for the personal 30-manat reduction, the resulting bill for that apartment would be zero.
A 150-square-meter apartment with the same location factor would generate a 48-manat bill before the personal reduction and an 18-manat (about $11) bill afterward. These are illustrative calculations; the actual amount depends on the property’s location and its owner’s eligibility. Eligible groups include pensioners, people with officially recognized war-veteran status, people whose disabilities are connected to war, certain people affected by radiation exposure, and conscripts and their families during military service. Eligibility depends on the precise legal category: having a disability alone does not automatically establish entitlement to this particular 30-manat reduction.
The personal reduction does not apply when the property is rented out or used for business or commercial activity. An eligible person’s total 30-manat reduction is not multiplied by the number of properties they own, the tax authority’s guidance explains.
Municipalities calculate and collect individuals’ tax on buildings. Owners who think a relief has been missed can ask their municipality to show the property’s area, the applied location factor and the calculation, and submit documentation confirming their eligibility.
