Azerbaijan may revise the penalty point limit that can lead to the temporary suspension of a driver’s license.

The current system allows a driver to be deprived of the right to drive after accumulating 20 penalty points. Under the proposal now being discussed, that limit would be raised to 30 points.

A draft law on the issue has already been submitted to the Milli Majlis, according to local reporting.

The debate comes amid growing complaints from drivers over the way fines and penalty points are applied. Much of the frustration is linked to violations involving stopping and parking rules, where drivers can receive both a monetary fine and penalty points.

Experts say that for roughly the past two years, points have also been added for several parking-related violations. These include parking on sidewalks, stopping less than 5 meters from an intersection or pedestrian crossing, using or stopping in a bus lane, and parking in a second row. Such violations can add 2 penalty points to a driver’s record.

Traffic specialists say this has made the 20-point threshold a serious problem for many motorists. Drivers may reach the suspension limit not because of dangerous driving, but because of repeated parking and stopping violations.

One option under discussion is to keep monetary fines for these violations while removing penalty points for some stopping and parking offenses.

The final decision will depend on parliamentary discussions and the position of the relevant state agencies.
